Manifesto 2028
TAKING POSSESSION
A solemn pact with the people of Zimbabwe: constitutional order, accountable and digital government, a self-reliant economy, serviceable national utilities, merit-based leadership and national redemption.

The delivery framework
From seven pillars to public results
Implementation would begin with a 100-day delivery plan, followed by three-year and five-year milestones. UDA proposes costed targets, responsible institutions, citizen feedback and quarterly public reporting.
01
Constitutionalism & the Rule of Law
The Constitution and law stand above political office.
02
Economic Sovereignty & Digital Innovation
Support productive enterprise, mineral value addition, affordable broadband and digital public services. Assess the proposed digital currency through feasibility work, a lawful framework and a limited pilot before any wider adoption.
03
Zero Tolerance on Corruption
Public money must serve the public, with transparent procurement and audits.
04
Universal Service Delivery
Water, power, healthcare, education, housing and infrastructure.
05
Meritocracy & Equity
Ability, integrity and fair opportunity over patronage.
06
Spiritual & Moral Restoration
Humility, integrity, service and peace, with respect for human dignity and freedom of conscience.
07
National Unity, Security & International Relations
Healing, security professionalism, diaspora integration and international confidence.
Fund the plan. Report the results.
Cost programmes, protect essential services and phase implementation against available resources. Proposed funding includes reprioritised spending, transparent investment partnerships, responsible diaspora investment and lawful asset recovery. Uncertain recoveries must not be treated as guaranteed funding for recurring services.
Publish baselines, targets, responsible institutions and quarterly reports on jobs, enterprise participation, water and electricity reliability, health and education access, procurement, digital connectivity and public trust. Independent performance scorecards should show delays and corrective action as well as progress.

Proposed transition priorities
The first 100 days
- Accountability: begin independent anti-corruption reforms, review suspicious public contracts and seek lawful protective measures where evidence supports them.
- Economic stabilisation: protect essential social spending and begin feasibility, regulatory and technical work for a limited digital currency pilot.
- Essential services: prioritise urgent water and electricity repairs and the restoration of clinics and schools; publish the work programme and responsible institutions.
- Enterprise: begin the SME Accelerator and Youth Enterprise Fund with transparent rules, responsible digital access and published participation data.
- National recovery: convene a National Reconciliation and Economic Recovery Forum with civil society, the diaspora and veterans.
These are proposed priorities for the formation of a UDA government. Legislative processes, budget approvals, consultation and transparent costing will guide implementation.
